MS4 Storm Water Permit
The State of Missouri through its' Department of Natural Resources (MoDNR) has the authority to require local government entities, like St. Charles County to improve storm water quality within their boundaries.  To accomplish this the State of Missouri issues a permit to the County known as the Municipal Separate Storm Sewer System (MS-4) permit.  The MS-4 is a five year plan setting out how the County will help improve the quality of impaired Waters of the Nation and assure that unimpaired waters remain unimpaired.

The MS-4 provides for Six Minimum Control Measures (MCM).  These six MCMs are in the attached document and indicate who at the County has responsibility for the measure, what is to be done over the five year period and sets priorities to address the measure.
