Contractor Licensing

Any electric, plumbing, mechanical (heating, air conditioning, refrigeration and ventilation) drainlayers, 3rd party inspectors, or blasting contractors work requires a licensed contractor. All licensed contractors are also required to be bonded and insured. This is done for the protection of the building owner contracting said work.

Any work done within these parameters, requires a permit and inspections to be performed. Permit applications must be submitted to the St. Charles County Building Code Enforcement Division before starting work.

International Code Council (ICC), an independent testing organization, is administering the exam (with the exception of drainlayers, 3rd party inspectors, and blasters see requirements below). If you fail the examination, you will be allowed to register for a retest in ten days.

REQUIREMENTS FOR A MASTER ELECTRICIAN AND PLUMBING CONTRACTING LICENSE

To obtain your Electrical or Plumbing Contracting License you will first need to contact the International Code Council (ICC) testing agency and reserve a date, location and time to take the necessary test. The ICC web site is http://www.iccsafe.org/contractor, or call 1-888-422-7233 ext. 33805. If you are a master electrician currently licensed with St. Louis County you are not required to take the ICC exam. You will need proof of your St. Louis County license for review and acceptance.

Once you have passed the ICC test you will need the following in order to become licensed with St. Charles County.  To apply for your mechanical contracting license or renewal license you will not have to appear in person, please return the following by mail:

Applicant must be a minimum of 21 years old;

  • 1. Pay the appropriate application fee - $25.00 (one-time fee);
  • 2. Must make one-time application to the St. Charles County Building Division;
  • 3. Test results from ICC. Test results will be acceptable from Experior/Prometric only if tested before
        December 31, 2005;
  • 4. Two passport size photos (2" X 2") with front facial view, for ID badge & file;
  • 5. A current bond in the amount of $10,000 with your name as Principal, not the company name;
  • 6. A current Certificate of Liability insurance of at least $500,000 per each occurrence. The certificate
        should show St. Charles County as certificate holder;
  • 7. Signed and notarized signature sheet showing your signature and up to two other employees
        approved by you to sign for permits;
  • 8. Fee for active license - $200.00  ($100.00 per year) Please make check payable to St. Charles County
        Building Division.

Electrical or plumbing contracting licenses will be valid for two years until December 31st in years ending in odd numbers.

REQUIREMENTS FOR MECHANICAL CONTRACTING LICENSE

To obtain your Mechanical Contracting License for Class A or B you will first need to contact the International Code Council (ICC) testing agency and reserve a date, location and time to take the necessary test. The ICC web site is http://www.iccsafe.org/contractor, or call 1-888-422-7233 ext. 33805.

      Class "A" license you must pass the ICC Master Mechanical Test.
      Class "B" license you must pass the ICC Mechanical Journeyman Test.

To obtain your Mechanical Contracting License for Class C you will need to contact the St. Charles County Building Code Enforcement Division at 636-949-7345.

Once you have passed the ICC test you will need the following in order to become licensed with St. Charles County.  To apply for your mechanical contracting license or renewal license you will not have to appear in person, please return the following by mail:

Applicant must be a minimum of 18 years old;

  • 1. Pay the appropriate application fee - $25.00 (one-time fee);
  • 2. Must make one-time application to the St. Charles County Building Division;
  • 3. Test results from ICC Test results will be accepted from Experior/Prometric only if test was taken
        before December 31, 2005;
  • 4. Two passport size photos (2" X 2") with front facial view, for ID badge & file;
  • 5. A current bond in the amount of $10,000 with your name as Principal, not the company name;
  • 6. A current Certificate of Liability insurance of at least $500,000 per each occurrence. The certificate
        should show St. Charles County as certificate holder;
  • 7. Signed and notarized signature sheet showing your signature and up to two other employees
        approved by you to sign for permits;
  • 8. License fee:   Mechanical A (Master) $150.00
                                  Mechanical B (Journeyman) $125.00
                                  Mechanical C $75.00.

All mechanical licenses are renewed August 1st of each year.

REQUIREMENTS FOR DRAINLAYERS OR 3RD PARTY INSPECTORS

To apply for your drainlayers license or renewal license you will not have to appear in person, please return the following by mail:

Must be at least twenty-one (21) years of age;

  • 1. Pay the appropriate application fee - $25.00 (one-time fee);
  • 2. Must make one-time application to the St. Charles County Building Division;
  • 3. Must have State Health Department certification to apply for license.  Call 573-751-6400 for
        Missouri Department of Health.
    The applicant must furnish proof of valid registration as an on-site
        sewage disposal system contractor as provided by Section 710.053, RSMo.;
  • 4. Two passport size photos (2" X  2") with front facial view, for ID badge & file;
  • 5. A current bond in the amount of $10,000 with your name as Principal, not the company name;
  • 6. Certificate of General Liability Insurance of at least $500,000 per each occurrence.  The certificate 
        should show St. Charles County as certificate holder;
  • 7. Signed and notarized signature sheet;
  • 8. Fee for active license - $200.00  ($100.00 per year)
        Please make check payable to St. Charles County Building Division.

Drainlayers or 3rd party inspector licenses will be valid for two years until December 31st in years ending in odd numbers.

REQUIREMENTS FOR BLASTERS

You will not have to appear in person, however, please return the following documentation by mail.

  • 1. Must make one-time application to the St. Charles County Building Division;
  • 2. A copy of your current driver's license;
  • 3. Two passport size photos (2" X  2") with front facial view, for ID badge & file;
  • 4. Certificate of General Liability Insurance in the minimum amount of one million dollars ($1,000,000.);
  • 5. Signed and notarized signature sheet.
  • 6. Fee for active license - $100.00
        Please make check payable to St. Charles County Building Division.

After all the documentation is received, the blaster licensee will receive a sticker to attach to the present ID badge and a sticker to attach to the certificate.  Regardless of his/her status, every blasters license must be renewed prior to December 31st of every year.
